Making new list or adding to a song list

This function seems to have disappeared fro the chart page. How do you save chart to a list and/or make a new list?

do you mean saving to a Playlist?
Tap the Send icon (top right, square with upwards arrow)>Add to playlist.
There is an option to create a new playlist at the bottom of that menu.

Settings>Tutorials>Playlists for guidance.
