By selecting one the tempo keys the count-in measure will precede the loop. If I wish to replay the loop at the same tempo with the count-in measure,I sequentially select both the plus (+) and minus (-) keys.

I'd like to use this feature, but am not following you as to how to "sequentially select both the plus (+) and minus (-) keys"
What might be meant is ...
Triggering the count when you resume playing from pausing a loop can be achieved by incrementing the tempo to the next value and back again before starting the loop playing again. (The count is triggered and the loop starts from the first measure in the loop.)
(This assumes you have the count set to automatic or 1 or 2 measures in the mixer, not off).
