Once your playlists (or a playlist) have been re-ordered, the only way to re-order again is manually.
Unless you regularly make a back-up.

This is different than Sync.
It's a snapshot in time that isn’t overwritten.

You can go to your most recent backup (email, Dropbox. Drive etc.) and get what you need.

If you use a Mac, you might be able to use the Time Machine feature.
I have no personal experience with Mac.
